A person is eligible to receive home delivered meals if he/she meets all of the following criteria for eligibility and if receipt of the meal is in the best interest of the homebound older person.
- A person who is 60 years of age or older or is the spouse of a person at least 60 years of age who participates in the program.
- A non elderly handicapped person may participate in the program if they live with an elderly person and the elderly person is receiving meals.
- The individual must be homebound (does not leave his or her home under normal circumstances).
- The person must be unable to participate in the congregate meals program because of physical or emotional problems.
- There is no spouse or other adult living in the same house or building willing to prepare all meals.
Goals of the Home Delivered Meal Program:
- Providing well-balanced nutritious meals.
- The opportunity for staff or volunteers to have a social contact with the participant and ensure the participant’s safety at the time of delivery.
- Provide respite relief to a caregiver in some circumstances.
Participants that reside in the cities of Algoma and Kewaunee can receive hot home-delivered meals Monday thru Friday. Participants that reside in the “rural” areas of the Kewaunee County will receive frozen home-delivered meals each week on a designated day of the week.

- Two ½ cup servings of fruit and/or vegetables
- One serving of bread or bread alternate such as rice or pasta
- 8 oz. of milk

Food Safety
Meals are kept at safe temperatures during delivery. Please immediately refrigerate your meal if you are not going to eat it. Reheat meal in the microwave for 2-3 minutes on high until it reaches an internal temperature of 165 degrees F. If reheating in the oven you may leave food in the paper tray. Peel back a corner of the plastic film. Set oven to 350 degrees F, place tray on a cookie sheet, and heat for up to 10 minutes or until it reaches an internal temperature of 165 degrees F.
Donation Policy
The Home Delivered Meal Program is funded by federal, state and county funds and participant donations.
- Federal funds through Title III of the Older Americans Act provide an opportunity for participants to contribute toward the cost of the meal rather than be charged a fee per meal.
- Participants receiving meals will receive a monthly statement by the middle of the month following the month of meal delivery. The statement will inform the participant of how many meals were served and the suggested donation amount. Donations are to be mailed to the Aging & Disability Resource Center of the Lakeshore in the self-addressed envelope provided with the statement. Participants are asked to donate at a level that is comfortable for them.
- All donations are confidential. Meals will not be denied on the basis of an inability to pay.
Program Expectations:
Referrals will be accepted from all sources by calling the Aging & Disability Resource Center of the Lakeshore at 1-877-416-7083 or (920) 683-4180. A detailed phone interview may be necessary so that meals can be started promptly. A personal assessment will be completed no later than 30 days after beginning the Home Delivered Meals Program. At that time, the Nutrition Coordinator will determine continued eligibility. If found ineligible for the program, meal service will be canceled at that time.
- Participants are asked to answer the door promptly and appropriately dressed when the volunteer arrives. With the participant’s permission, arrangements can be made with the Aging & Disability Resource Center of the Lakeshore office for the volunteer to knock and enter the home for delivery. **DUE TO COVID-19, WE HAVE MOVED TO CONTACTLESS DELIVERY UNTIL FURTHER NOTICE**
- If you will not be home at the time of meal delivery, it is your responsibility to call and have the meal cancelled or make arrangements for someone to receive your meal for you at your home. Under no circumstances will a meal be left if there is no one there to receive it, even if there is a note on the door requesting that the meal be left.
- In Kewaunee County, the Frozen Meal Program delivery is set on a scheduled day of the week. If you are not available on that day, that week’s meals will not be delivered. Arrangements can be made ahead of time for 2 weeks worth of meals to be delivered the week prior to the absence.
- Please notify us at 1-877-416-7083 or (920) 683-4180 when you are not going to be at home to receive a meal. Twenty-four hour notice for meal cancellations is preferable. In an emergency absence, please call the office as soon as possible. Please leave a message on the agency answering machine after office hours. NOTE: Emergency procedures will be initiated when someone is unaccounted for. This may lead to a check by the local police/sheriff’s department.
- Be sure that your house address can be seen easily from the street.
- In winter, it is your responsibility to arrange for your sidewalk and driveway to be cleared of snow and/or ice to ensure the safe delivery of your meal.
- For your protection and the protection of the meal deliverers, dogs, cats and other pets must be restrained or put in a different room at the time of delivery.
- Persons receiving home delivered meals on a long-term basis will be re-evaluated annually. Persons receiving home delivered meals on a temporary basis will be re-evaluated on an individual basis.
- Please be patient with the volunteer, especially new ones learning the route. We appreciate the time and effort they donate to the program.
Emergency Procedures
It is the expectation of the Program that participants will be home at the time of meal delivery. If a participant is unaccounted for at the time of the meal delivery, the volunteer will contact the Aging & Disability Resource Center of the Lakeshore office with this information. Office staff will then attempt to contact the listed emergency contacts, which the participant provided to the office for this suggested purpose.
The emergency contact person will be asked to check on the welfare of the participant. If the contact person is unavailable or unable to follow-up with the participant, a safety check will be requested of the local police/sheriff’s department.
Continuing Service
Compliance with the program policies is required to assure on-going participation in the Home Delivered Meal Program and assure a quality service to the participant.
In Case of Snowstorms
We try very hard to deliver our meals in spite of the weather but every now and then a winter storm is too much for even our courageous drivers. We hope that everyone receiving meals will have a special shelf with food for emergency use.
Keep some of the following food on hand and use it if an emergency arises.
- Canned citrus or tomato juice
- Dried milk or evaporated milk
- Canned or dried soups
- Canned meat or fish
- Instant cereal or ready to eat cereal
- Canned vegetables/fruits such as beans, corn, peas, peaches, pears, etc.
- Peanut butter
- Crackers, jam, jelly or marmalade
- Instant coffee, tea, chocolate or cocoa (such as Quick)
- Bread and cheese
- Bottled Water
If weather conditions are severe, announcements of our closings will be made starting by at least 8:00 a.m. on WDOR in Kewaunee County and on WOMT, WCUB, or WHBL in Manitowoc County along with WBAY and WFRV on the television. The cancellations are also usually announced on local television stations.
