Wisconsin Home Energy Assistance Program (WHEAP)
The Wisconsin Home Energy Assistance Program (WHEAP) assists households by lowering the cost of their energy bills. If you qualify for WHEAP, you also qualify for the State of Wisconsin’s Weatherization Assistance Program.
WHEAP is funded by the Low Income Home Energy Assistance Program (LIHEAP) and the Public Benefits (PB) program.

Weatherization for My Home
The Low-Income Home Energy Assistance Program (LIHEAP) is designed to help residents with low income to receive a credit on their fuel and electric bills thereby reducing the amount they have to pay for the season.
Applications are accepted October through May. This is a list of resources for both Kewaunee and Manitowoc County residents. Appointments are suggested.
