Adult Protective Services
Adult Protective Services (APS) is a program within the Clinical Services Unit at Manitowoc County Human Services Department. APS serves the elderly, 60 and older, adults with disabilities, and adults at risk who are in need of assistance. APS investigates reports of abuse, neglect, or exploitation, while working closely with a wide variety of professionals such as: physicians, nurses, paramedics, firefighters, law enforcement, and many other community residents and organizations.
Identify the Signs and Symptoms of Abuse or Neglect:
- Unexplained bruises, welts, burns
- Fear/Anxiety or agitation around certain household members or caregivers
- Changes in appetite or unusual/dramatic weight gain or loss
- Unexplained changes in health
- Increasing withdrawal/isolation
- Lack of knowledge about personal finances or conflicting stories
- Sudden inability to pay bills or buy food
- Dependency of adult child/care giver on the older person for income and/or shelter
- Poor personal hygiene
- Wearing inappropriate or inadequate clothing
Many older adults and adults with disabilities live independently without assistance, however, there are some who face abuse or neglect and are in need of a trained professional to advocate on their behalf. Even if you only suspect abuse; it is important to make a report. If the concern is life-threatening or an emergency situation, please call 911.

When contacting APS your name and information is kept confidential. Provide as much detail as you can about the suspected abuse, neglect or financial exploitation. APS will not share specific details of an accepted investigation with the reporter but may contact them for additional information. All information obtained is confidential.
