Joint Dispatch Center

The Joint Dispatch Center’s (JDC) mission is to serve as an essential link between the public and any police, fire or emergency medical service assistance that they may need.

The JDC answers all 911 and non-emergency law enforcement lines in the County and dispatches the appropriate law enforcement, fire, and emergency medical services units in Manitowoc County, including in the City of Kiel, City of Manitowoc, and City of Two Rivers. Each dispatcher is also certified in Emergency Medical Dispatch (EMD) and offers lifesaving emergency medical instructions to 911 callers. Finally, dispatch staff perform a number of additional tasks, including activating outdoor warning sirens, checking license plates & individuals in a variety of law enforcement databases to assist law enforcement, confirming warrants, entering restraining orders into law enforcement databases, and completing a variety of other public safety related tasks.

The JDC is staffed 24/7 by a total of 21 full-time dispatchers and 3 full-time supervisors. On average, 3 – 5 dispatchers are on-duty at any given time depending on the shift and staffing levels. New staff are required to complete approximately 3-4 months of on the job training and earn their Emergency Medical Dispatch certification through the International Academy of Emergency Medical Dispatch.
